Listen, it's purely genetic. It's like this Radar beacon in the guy's mind, it just never never shuts off and it's always aware of good looking women, no matter what his relationship-situation is!

It's pathetic and sad and personally I wish women would take this seriously and dress a bit more modestly because it can really be a pain, no matter how the guy tries, unless he is GAY he just isn't going to shut this damned girl-Radar off. It's that simple.
