It depends on the person, you can talk for years with someone and never like her (or him) to start a romantic relationship, maybe he just wanna be friends with you. That's why there are friends, family, girlfriends, etc.

Even though, there are some things that can tell you he likes you, like if he keeps talking with you, sends you a message, calls you, invites you to go out, do things that you care for, etc.
